Returning Power to the People of Missouri-
St. Ann & Overland

"Lobbyists, billionaires, and special interests have taken over Missouri state government — and left everyday citizens behind. I'm running to be your voice in Jefferson City."

-Jeffrey Jacks, Candidate for State Representative District 72

Education Quality is a Critical Challenge. We know the solution.

Search Google” and ask about our schools:

“With the most recent data, how does Mississippi’s 4th grade literacy compare to Missouri’s fourth grade literacy?”

In the most recent 2024 National Assessment of Educational Progress (NAEP), Mississippi significantly outperformed Missouri in 4th-grade reading, continuing a dramatic upward trend known as the “Mississippi Miracle”.

Key Performance Comparison (2024)

While Missouri’s scores have generally declined or stagnated since 2019, Mississippi’s scores have stayed resilient and now exceed national averages. How is this possible?

Key Takeaways:

+The Literacy Gap: For the first time, Mississippi 4th graders outscored the national average, while Missouri’s 4th graders have fallen below it.
+Historical Turnaround: In 2013, Mississippi ranked 49th in the nation for 4th-grade reading; by 2024, their ranking rose to 9th.
+Subgroup Performance: Mississippi’s low-income and minority students now often outperform their peers in wealthier states. For example, Mississippi ranks #1 in the nation for reading among economically disadvantaged 4th graders.
+Missouri’s Decline: Missouri saw its reading proficiency drop from roughly 33% in 2019 to 27% according to the latest reports.

Why is Mississippi ahead?

Mississippi’s rise is largely attributed to the 2013 Literacy-Based Promotion Act, which mandated:

+Science of Reading: Intensive training for teachers in phonics-based instruction.
+Literacy Coaches: Statewide support system for elementary schools.
+Third Grade Gate: Students must demonstrate basic reading proficiency to advance to the 4th grade, ensuring that they are prepared for more complex texts.

IT’S NOT ABOUT FUNDING!
THE ANSWER IS THE RIGHT PLAN AND THE DETERMINATION TO WIN FOR OUR FAMILIES, STUDENTS AND STATE.

Why I’m Running…

I’m running to be your voice — not the voice of billionaires, lobbyists, or special interests who have taken control of our state government.

I will stand firmly against the reckless deficit spending that threatens to raise taxes on hardworking Missourians.

I will stand in opposition to the St. Louis City/County merger, which will take away your local police, local control of your community and dilutes the voices of our communities.

Missouri needs more than promises — we need action. We deserve better jobs, lower taxes, schools where students master basic skills, and a government that puts citizens first, not political insiders.

I’m running to be your voice.

Decentralize Power Back to the People

Democrats and Republicans in the Uni-Party are not listening to the people. I will be your voice in Jeff City so the politicians will hear you loudly and clearly.

Reform Rules in House and Senate

Rules in the General Assembly require basic reform so all members -not just leadership- can have a voice to represent their constituents more effectively.

Lower State Budget

Missouri’s government is spending money recklessly — running up massive budgets that are simply unsustainable. I will help lead Missouri back to fiscal sanity.
